ANDREW I. PARK, CPA, ESQ.
Andrew I. Park is a President of Berkeley Accounting and its tax principal. Also, Mr. Park is a U.S. attorney and CPA at Dongryul-Ubiquest Law P.C. in Seoul, South Korea.
With his legal and accounting expertise, Mr. Park helps corporate and individual clients to resolve diverse corporate and tax issues with the U.S. tax authorities, including the Internal Revenue Service (IRS).
With his dual licenses as attorney and CPA, Mr. Park specializes in planning and resolving complex cross-border tax issues for Ultra-High-Net-Worth Individuals (UHNWI) and business entities when they deal with personal and/or business transactions involving the U.S. and South Korea. In addition, Mr. Park has significant experience with audit defense representing taxpayers during their examinations and appeals before the municipal, state and federal tax authorities (e.g., the IRS Independent Office of Appeals).
Before founding Berkeley Accounting, Mr. Park worked at two regional accounting firms in the U.S.: Roth, Bookstein & Zaslow, LLP (now "Armanino LLP") and White, Zuckerman, Warsavsky, Luna & Hunt, LLP ("WZWL"). In RBZ, Mr. Park reconstructed accounting records and examined legal documents for the U.S. GAAP and tax purposes. In WZWL, Mr. Park worked on forensic accounting and tax issues, including M&A and real estate transactions.
In addition, in the State of Colorado, Department of Law, Attorney General’s Office, Division of Securities, Mr. Park interned to assist his team to successfully enjoin securities fraud targeting terminal patients with life insurance policies. Additionally, in Arthur Andersen, LLP, Mr. Park interned to analyze corporate federal tax issues arising out of corporate reorganizations, e.g., statutory merger.
Mr. Park is bilingual in English and Korean. He has appeared in national newspapers in South Korea and the U.S., including The Kyunghyang Shinmun, Aju Business News, Munhwa Il-bo, Seoul Economy Daily and Korea JoongAng Daily (aka, JoongAng Ilbo U.S.A.). Also, Mr. Park has held live seminars for financial consultants and their clients at Samsung Family Office in Seoul, South Korea.
Mr. Park received his Juris Doctor degree from the University of Colorado, Boulder, School of Law, and his Bachelor of Arts degree in Economics from the University of California, Berkeley, with the Highest Distinction and Phi Beta Kappa.
Mr. Park is a Certified Public Accountant (CPA) licensed to practice in California and Texas. Also he is an attorney licensed to practice in California.
CARA CHUI, MST, CPA
Mrs. Chui is a tax principal specializing in tax compliance and planning with over twenty-five years of experience. In particular, she has provided individual and business taxpayers in the U.S. or overseas with comprehensive tax services, including partnership taxation and real estate transactions (e.g., REIT).
Mrs. Chui received a Bachelor of Science degree in Accounting from the University of Wisconsin, Medison and MST, Master in Taxation, from Golden Gate University.
Mrs. Chui is a CPA licensed to practice in California. She is fluent in English as well as Chinese Mandarin and Cantonese.
DAVID LAM, CPA
David Lam is an attest principal at Berkeley Accounting. He is also the practice leader of the firm in Sarbanes-Oxley (SOX)/Internal Audit service function.
Started his career as accountant since 1995, Mr. Lam now provides audit, review, compilation and business consulting services to emerging and middle-market companies and nonprofit organizations as well as U.S. public companies. His consulting expertise includes internal control review and remediation, cash flow projections, business process development and improvement, and due diligence for mergers and acquisitions, all of which build shareholder value and support for future growth.
Mr. Lam is a member of the American Institute of Certified Public Accountants ("AICPA") and the California Society of Certified Public Accountants.
Mr. Lam graduated with a Bachelor of Science degree in Accounting from University of Southern California (USC). Mr. Lam is fluent in English as well as Chinese Mandarin and Cantonese.
HAILEY PARK, EA
Hailey Park, a South Korean veteran, is an Enrolled Agent (EA) licensed by the Internal Revenue Service (IRS). With several years of experience in forensic accounting and tax compliance, Mrs. Park specializes in the U.S. tax amnesty program, including the domestic and foreign Streamlined Filing Compliance Procedures (SFCP) offered by the IRS. In addition, Mrs. Park analyzes and reviews the clients’ books to ensure they are in compliance with the relevant tax laws.
Before joining our team, Mrs. Park as a Staff Sergeant served in the Republic of Korea Army (ROKA) and received two national awards from the Chief of Staff of ROKA and the Deputy Chief of Staff, Operations and Intelligence of ROKA.
Mrs. Park is bilingual in English and Korean.
Mrs. Park studies Sociology to receive her Bachelor of Arts degree at the University of California, Los Angeles (UCLA) in June 2025.
